First, I would check your unemployment rate. If you have less than at least 3-4% unemployment then you are just short on people looking for work. I tend to keep unemployment between 10-20%. This is not a problem at all. educated people will take lower educated level jobs, just like in real life. Your problem will be lack of worker or lack of educated workers, not lack of overeducated workers. Just keep unemplyment high at all times. Above 5% and they will always go to work.
